Staff

Adds departments, teams and staff profiles, each profile linked one-to-one to a PhoenixKit user; people without an account get a placeholder user that links when they register. Profiles hold birthdays, emergency contacts, employment history, skills, files and a comment thread. Projects and CRM read staff people as assignees and parties.
